Is it negligent for an IP or turnaround adviser not to have explored taking out cyber cover?

Under half of all UK businesses have this insurance in place. Of sole traders, only 13% have it, and small businesses 17%. And yet in the year to date there have been over 600,000 reported cyber attacks on businesses. Only a modest fraction get reported.
